Joshua Charles Stoll, a 21-year-old from Des Moines, Iowa has been charged with a hate crime after ordering his pit bull to attack two black man Sunday evening as he hurled racial epithets. Stoll has been charged with assault in violation of individual rights causing injury — a hate crime — as well as probation violation.
It all started when Stoll, who was reportedly driving drunk with two passengers, stopped his car in front of Kanin Pierce’s brother, a black man who was on the way to his own car which was parked in the street. Two men got out of the car and used a racial slur, according to the Des Moines Register, and that’s when the trouble began.
At the time, Pierce he did not know the men or why they stopped, although the assailants later told police that they believed that Pierce had thrown something at their vehicle. Pierce called for his brother once the two men began walking toward him. His brother told the men to leave.
Stoll, the car’s driver, allegedly yelled “Sic ’em, Rider!” to his pit bull terrier. The dog ran toward the 24-year-old Pierce and started biting both of his arms.
Stoll had been in the car with two friends. The male passenger ran off when the attack got bad, but Valerie Lorimor stayed. Lorimor says Stoll isn’t completely innocent, but that he isn’t racist.
“A dog is going to stick up for its owner so he gets out and protects him and bites one guy and now all of a sudden the dog is a bad guy,” she told WHOtv.
Stoll repeatedly called the victim a racial slur as the dog attacked, and even as a group of four or five good Samaritans ran to help the victim, Stoll reportedly told them, “I ain’t going nowhere, (racial slur).”
“The fact that he’s outside the car yelling these racial slurs to him, then siccing his dog on him, that’s what makes it a hate crime,” Des Moines Police Sgt. Jason Halifax told WHOtv.
The bystanders who rushed in to help eventually removed the dog from the victim’s arms. Pierce’s injuries were severe and the hospital said he is in fair condition, with at least ten bite wounds that required treatment.
Multiple witnesses confirmed the victim’s and his brother’s story, according to police reports.
According to area residents, this is the second time in the past year that Stoll has been accused of using his pit bull as a weapon in an attack. In fact, it was only last July when Stoll ended up beating his ex-girlfriend’s new boyfriend in the street. According to a police report, Stoll told police the alleged victim, “Came at him as if he were going to assault him.” No charges were ever filed in that case.
According to the ASPCA, violent pit bulls are often the result of poor ownership, and bull terrier breeds are often trained to fight by their human owners. The ASPCA’s fact sheet about pit bull cruelty points out: “Pit bulls often attract the worst kind of dog owners — people who are only interested in these dogs for fighting or protection. While pit bulls were once considered especially non-aggressive to people, their reputation has changed, thanks to unscrupulous breeders and irresponsible owners.”
Let’s hope the owners are held accountable in a court, do some real jail time for the assault, and can never own a dog again.
Stoll is currently in Polk County jail and being held on $6,000 bond.

The dog should be put down and Stoll should be charged and tried for attempted murder. Had he been properly charged when his dog was used as a weapon in the first instance, this wouldn’t have happened.

The year the ban was lifted, there were 180 pit bulls IN THE ENTIRE NETHERLANDS awaiting euthanisia. This was the accumulation of about five years — confiscated pit bulls waiting for court appeals to be finished so they could be put down. 99% of them had harmed someone or something.
After the lifting of the ban, the Netherlands is back to euthanizing thousands of pit bull type dogs every single year. The very people who screamed that killing 180 in five years’ time was just too too sad, the same ones who demanded that the ban be lifted to save the lives of those 180 pit bulls — they are now casually dumping them by the thousands.
They don’t seem to mind pit bulls dying, as long as it’s themselves doing this to pit bull type dogs.
Aside from shelter euthanasia, dogfighting is back. Hundreds of pit bulls are dying this miserable death every year again. During the ban it was down to a couple of tens yearly.
BSL is needed to protect the rest of us and our children and pets, but BSL is also needed to protect pit bulls against the type of person who wants them. Repealing the ban has been a disaster for the pit bulls themselves.

Affidavit Released In Fatal Bullmastiff Attack
The bullmastiff/pitbull mix that attacked and killed 75-year-old Joan Kappen Nov. 21 is from the same litter as a dog that killed a 5-year-old Jessieville boy June 9, according to an affidavit.
That’s according to KARK, a content news partner with Hot Springs Daily.
Warrants have been issued for Brande Michelle Coy and her daughter Emily Ann Coy. Brande is wanted for manslaughter, unlawful dog attack and harboring a vicious animal. Emily Ann Coy has a warrant for harboring a vicious animal.
The findings of the Hot Springs Village Police Department also reveal the dog known as ‘Patrone’ had a history of aggression, biting or snapping at a number of people on multiple occasions.
“Brande Coy knew or had to reason to know that the bullmastiff/pitbul mix breed dog (Patrone) had a propensity to attack, cause injury, or endanger the safety of other persons without provocation,” the affidavit states.
Brande Coy told investigators Patrone had bitten her sister in the face two months prior to Kappen’s attack. Emily Coy revealed to an animal control officer that the dog would “bite out of fear.”
The affidavit also states that Emily Coy had been bitten on two separate occasions, and she was aware that Patrone had bit a neighbor in face in July 2012.
“Brande Coy recklessly allowed the dog to attack another person. Brande acted recklessly by allowing the dog out in a public area unsupervised and unsecured. Accoriding to witnesses, the dog had also been allowed out in a public area unsupervised and unsecure on at least one occasion to the incident involving Kappen.”
In conclusion:
“The action of recklessly allowing the dog out in a public area unsupervised and unsecured contributed to and resulted in the death of Kappen.”
Psychological Characteristics Owners of High Risk for Aggression Dog Breeds published in Psychology Today, March 16, 2009 by Stanley Coren, Ph.D., F.R.S.C.
“In 2006, Jaclyn Barnes led headed a team of researchers in Cincinnati which looked at the behaviors of owners of high risk for aggression dog breeds. Specifically they collected data from the Hamilton County Clerk of Courts in Ohio looking for evidence of criminal convictions.tough guy and dog
A total of 166 owners of high risk dogs were compared with 189 owners of low risk dogs. The high risk dog owners had nearly 10 times more criminal convictions than other dog owners.
Breaking the data down by categories of criminal behavior they found that high risk dog owners were 6.8 times more likely to be convicted of an aggressive crime, 2.8 times more likely to have carried out a crime involving children, 2.4 times more likely to have perpetrated domestic violence, and 5.4 times more likely to have an alcohol related conviction when compared to low risk dog owners.
Since criminal behaviors are most often associated with particular personality patterns it was inevitable that some researchers would take the next step and determine if ownership of dog breeds that were considered to be high risk for aggression is associated with particular personality characteristics as well.
Sure enough, a psychologist, Laurie Ragatz, led a team of researchers from West Virginia University and they have recently published their study in The Journal of Forensic Sciences.
In the West Virginia study data was collected data from 869 college students who completed an anonymous online questionnaire. It asked them about the type of dog that they owned, their history of criminal behaviors and attitudes towards animal abuse.
In addition it took some measures of their personality including any some measures that are often associated with psychopathic tendencies. It’s only a correlational study but the results are thought provoking.
The first thing to note is that this recent research seems to confirm the earlier study by the Cincinnati team. A significant difference in criminal behavior was found based on dog ownership type. Owners of high risk dog breeds were significantly more likely to admit to violent criminal behavior, compared to large dog owners, small dog owners, and people who did not own dogs.
The high risk dog breed owner sample also reported that they engaged in more types of criminal behavior compared to all other participant groups of criminal behavior (i.e., violent, property, drug, and status).
The interesting addition to our knowledge that that this study provides has to do with the personality characteristics of the high risk dog owners.
In general high risk dog breed owners were significantly more likely to engage in sensation seeking and risky behaviors. As a group they were also more careless, selfish and had stronger manipulative tendencies. They also seemed to engage in more self-defeating behaviors than the low risk dog owners.
One final distressing finding suggests that the high risk for aggression dog breed owners did not appear to be as well bonded to their dogs as the other groups of dog owners.
This conclusion comes from the fact that their attitudes were much more accepting of the maltreatment or abuse of animals than was found for owners of low risk for aggression dog breeds.”
About 31,400 dogs attacked about 61,500 other animals in the U.S. in 2013, killing 43,500 and seriously injuring 18,100.
The animals killed included about 12,000 dogs, 8,000 cats, 6,000 hooved animals, and 17,000 other small domestic animals, primarily poultry.
The seriously injured included about 12,400 dogs, 4,000 cats, and 1,700 hooved animals. Few small mammals and poultry survived reported dog attacks.
Pit bulls inflicted 99% of the total fatal attacks on other animals (43,000); 96% of the fatal attacks on other dogs (11,520); 95% of the fatal attacks on livestock (5,700) and on small mammals and poultry (16,150); and 94% of the fatal attacks on cats (11,280).
About 30,000 pit bulls were involved in attacks on other animals, many of them killing multiple other animals.
There are about 3.2 million pit bulls in the U.S. at any given time, according to the annual ANIMAL PEOPLE surveys of dogs offered for sale or adoption via online classified ads.
Thus in 2013 about one pit bull in 107 killed or seriously injured another animal, compared with about one dog in 50,000 of other breeds.

The U.S.A. does not have standardized legislation regarding dangerous animals from state to state. Also, dog bite injuries aren’t reportable, according to CDC Centers for Disease Control guidance, so such data are captured inconsistently, probably underestimating the magnitude of this problem.
